A temporary bridge, part of which is being leased and trucked in from a company in New Jersey, is scheduled to be completed by Feb. 10, and a high-ranking county official said construction is ahead of schedule. “We’re on a fast-track to beat the date,” said Pat DeChellis, deputy director for the Los Angeles County Department of Public Works. “What we need to do is finish what we call abutments, which are the supports that will hold up the replacement. And that’s going well, better than expected.” The eastern third of the bridge burned down Nov. 1, and authorities allege it was started by Nelson Gastelum, who was living under the bridge. Gastelum, who family members said has a history of mental illness, was charged with a felony count of recklessly starting a fire. He is awaiting trial. The temporary bridge will cost about $1.3 million, with Pico Rivera and Montebello chipping in $90,000 each and the county picking up the rest of the tab. The permanent replacement will cost about $10.7 million, according to county officials. The permanent replacement is scheduled to be completed April 2007. 28 June 2011Work is under way on building one of Africa’s greenest buildings as Vodacom and its parent company Vodafone plan an alternative energy innovation centre to help reduce carbon emissions across the world.Once completed, the Midrand, Johannesburg-based innovation centre will house a team of experts tasked with developing energy efficient technology to counter environmental challenges.The Vodafone Innovation Centre, which will serve all of Vodafone’s global markets, is expected to be completed in the latter part of the 2011. For Self-Driving Systems, Infrastructure and In… Ever since autonomous cars became a real thing, people have struggled with the moral dilemma of training these vehicles on what to do when faced with a situation where there is no safe solution. In a recent interview with Car and Driver, Mercedes-Benz executive Christoph von Hugo revealed that their self-driving cars would choose to save the occupants – even if that meant hitting a pedestrian.One common no-win scenario involves a car is making its way down the street when suddenly a pedestrian steps out in front of it. The vehicle can’t possibly brake in time, but swerving would mean either hitting another pedestrian or a pole which would certainly be catastrophic for to the vehicle’s occupants. The moral dilemma here is clear. Whose life is more important?The folks at MIT have created a test you can take to help determine how morality can be built in to autonomous vehicles in times like these. Its Moral Machine presents you with scenarios involving different types of pedestrians – forcing you to choose who to hit, or whether or not the occupants of the car should be given priority.In MIT’s scenarios, you make some tough decisions. Should you hit the group of three young females or five elderly females? Are dogs as important as humans? If pedestrians and occupants are of the same demographic, who should the car spare?Google has been tackling these questions and more with its own autonomous system – recently teaching it to be considerate to different types of wheeled traffic in addition to pedestrians. Cyclists, in particular, are a difficult subject for autonomous vehicles to predict. They don’t all obey the set of rules of the road, often swerving between lanes and zipping through stop signs. Because of this, Google decided to tweak its algorithm to be extra careful and courteous around them.Mercedes-Benz has made a difficult decision for its customers. While the car will examine any possible way to save all lives, it will choose to prioritize its occupants when presented with a no-win scenario.Some are ok with self-sacrificeNot everyone would want to sacrifice strangers over themselves. In fact, a recent study found that a majority of drivers would prefer that their lives were given a lower priority than that of a pedestrian. For them, at least, purchasing a level 4 or 5 autonomous vehicle from Mercedes-Benz will become a moral choice.Still, there are many drivers out there that would expect the vehicle to put their lives ahead of anyone else’s. After all, it’s their car and they’d expect it to prioritize their interests first. For them, a Mercedes-Benz would be exactly what they’re looking for.It’s not all doom and gloom for pedestrians in the roadways of the future. Autonomous cars have been found — even at this early stage — to be far safer than human drivers. So, the likelihood of a no-win scenario like this one presenting itself is much smaller. This will be especially true when autonomous vehicles reach a point of saturation among consumers, outnumbering those driven by human.With over 35,000 road fatalities occurring each year in the United States, it’s clear that humans are imperfect drivers. We distract easily, have an inherent delay in our ability to make decisions and act upon them, and have trouble seeing the whole scenario before us in the split second it takes to respond.Autonomous vehicles have an advantage over us there. They have a 360-degree view on what’s around them, and the ability to detect hazards and respond instantaneously. They also don’t get distracted by text messages and makeup application. Lahore: The issue of the teenage Sikh girl, who was allegedly abducted and converted to Islam before being married to a Muslim man in Pakistan’s Punjab province, has been “amicably” resolved between the two families, Provincial Governor Chaudhry Muhammad Sarwar has claimed. The issue snowballed into a controversy after the family of the girl, Jagjit Kaur, in a video message that went viral on Friday, claimed that she was abducted and forcibly converted to Islam. Her family says she is 18 years of age. Also Read – Uddhav bats for ‘Sena CM’ An FIR was registered against six people in the case and one of the suspects named Arsalan, a friend of the prime accused Mohammad Hassan who married the Sikh girl, was arrested. However, the girl, who is the daughter of a Sikh priest in Nankana Sahib, some 80 kms from Lahore, has maintained that she married Hassan of her locality with her own free will. She was shifted to Darul Aman (shelter home) on a court order. The girl had on Saturday also rejected Sarwar’s plea to return to her family citing threat to her life. She has already recorded her statement before a judicial magistrate concerned denying the charges of abduction and forced conversion to Islam,” he said. The police also detained 10 relatives and friends of Hassan on Saturday in connection with the case. There are reports that after the agreement between the two families at the Governor’s House, the police have set free the detained relatives and friends.

There were teams in Vancouver and Seattle; the Warriors were lousy and won only 19 games; and the Utah Jazz shared the NBA’s best record while hitting just 3 threes per game. But the one thing that was the same then and has never changed: The Spurs won at least 50 games.San Antonio’s regular-season success has been so consistent, we’ve all largely come to assume it over time. The only year the Spurs didn’t win at least 50 games in the past 20 seasons was 1998-99, when there were only 50 games total because of a lockout: San Antonio won 37 games and the NBA title. And given the club’s relative roster stability this summer after last year’s 61-win campaign — one in which a legitimate superstar was born — it would seem prudent to expect another such year from the team in silver and black.But if there’s ever been a season to wonder whether the Spurs are due for a real regression toward normalcy, this may be the one.Player health could loom larger than usual this year for San Antonio. The team will begin the regular season without Tony Parker and Kawhi Leonard, who was held out of the preseason and now will miss at least the season opener because of a right-quad injury sustained last season. If there’s a team that can overcome these sorts of flaws, it’s one coached by Popovich, who regularly motivates his teams not only to play above their heads but also to adapt from year to year to the ever-changing NBA. (FiveThirtyEight’s preseason forecast had the Spurs winning 52 games last season; they blew that out of the water, winning 61 games.)The vast majority of their league-best defense is still intact. And the team’s basketball IQ — for example, its ability to know exactly who to leave open, evidenced by its league-best defense against corner threes — is uncanny, sometimes making up for what the Spurs lack in athleticism. While the Spurs didn’t land Chris Paul this summer, convincing Rudy Gay to sign on was a coup — he’s someone who can help fill in for Leonard if need be and reasonably match up as a small-ball power forward against teams like the Warriors and Cavaliers.The Gay signing fit a recent trend for the Spurs, one that both explains how they’ve remained contenders and illustrates what could end up making them mortal again at some point: San Antonio has developed a knack for picking up players who aren’t necessarily a perfect analytical fit based on where the league is headed.LaMarcus Aldridge, for instance, joined the Spurs in 2015, right after he’d fired up a league-high 11.1 shots per game from midrange — a look today that’s widely considered to be the most inefficient shot on the floor. Upon leaving the Trail Blazers, he said he didn’t want to play center exclusively, even as scores of power forwards have made that shift in light of the small-ball movement. Yet the Spurs got considerable mileage out of him despite his inefficiencies and did so by playing him often at the center position. A year later, they added Pau Gasol, who also seemed a dubious fit because of his lack of defensive mobility. But San Antonio, which deserves credit for allowing Gasol to let it fly from 3-point range, also managed to withstand his defensive shortcomings as the team logged the league’s best defense last season. (The Spurs surprisingly gave the 37-year-old Gasol a new three-year, $48 million contract this past summer.)Gay fits better than either Gasol or Aldridge did, both in terms of his contract and his playing style. But it’s also not clear yet whether he’ll be himself, given that he’s coming off an Achilles tear. He played well the past few years but did so for losing teams out in Sacramento. Before that, the analytics friendly Grizzlies and Raptors both dealt him away and then immediately saw their on-court product improve.The Gay signing is the type of head-scratcher that the Spurs have proved their doubters wrong about in the past. But at some point, going against the grain will stop working for the Spurs. And between those gambles and the injuries to Leonard and Parker, there may finally be enough loose strings to bring San Antonio’s amazing 20-year run to an end. Its highest draft pick earned a major achievement on Saturday.Former OSU and current San Diego Charger defensive end Joey Bosa was named the NFL’s Defensive Rookie of the Year. Bosa played just 12 games and had the most sacks (10.5) for a rookie since Aldon Smith (14) in 2011. Along with his 10.5 sacks, Bosa had 41 tackles, 19 tackles for loss and 15 quarterback hits.The game-altering defensive end gained notoriety in his first game wearing No. 99 for the Chargers. He was just the fifth rookie in NFL history to have two sacks in his first NFL game. After a rather lengthy contract holdout, Bosa injured his hamstring which kept him out until Week 4. Even with that, he had arguably the most dominant defensive rookie in a decade.Bosa was the No. 3 pick in the 2016 NFL Draft.The fourth-overall pick, former Buckeye and current Dallas Cowboys running back Ezekiel Elliott finished behind teammate quarterback Dak Prescott for the league’s offensive rookie of the year. Elliott led the NFL in rushing in his rookie season with 1,631 yards and had 15 touchdowns.
OSU Director of Athletics and Vice President Gene Smith in an interview with The Lantern Jan. 29.Credit: Shelby Lum / Photo editorDivision I college athletes are now able to keep their bellies as full as they want with food from their respective institutions, and Gene Smith is pleased to hear they won’t be going hungry.The NCAA Legislative Council approved criteria Tuesday allowing Division I student-athletes an unrestricted amount of meals and snacks in accordance with their respective scholarships, and OSU’s director of athletics and vice president approves.“We have always been supportive of this type of legislation,” Smith said in an email to The Lantern Thursday. “It is deregulation of student-athlete welfare benefits and permissive, meaning schools can choose to do as they please based on their needs and capabilities.”The NCAA’s announcement comes more than a week after University of Connecticut senior guard Shabazz Napier said at times he goes to bed “starving” because he doesn’t have enough money to spend on food.“We as student-athletes get utilized for what we do so well, and we’re definitely blessed to get a scholarship to our universities,” Napier said April 7 after he and his team defeated Kentucky, 60-54, to win the National Championship. “But at the end of the day, that doesn’t cover everything. We do have hungry nights that we don’t have enough money to get food in. Sometimes money is needed.”The rule — which is not to be made official until the Division I Board of Directors meet and vote on it April 24 — not only applies to student-athletes who are on full scholarship, but walk-ons as well. If passed, the rule becomes effective Aug. 1.“The provision of meals approved (Tuesday) is in addition to the meal plan provided as part of a full scholarship,” the NCAA statement read. “Prior to this change, scholarship student-athletes received three meals a day or a food stipend.”Smith did not give the monetary figures requested by The Lantern representing how much is spent on snacks or meals for OSU student-athletes, instead forwarding the question on to Associate Athletics Director for Finance Peter Hagan. Hagan did not immediately respond.The decision to remove the straps and allow Division I athletes full access to as much food as they want also comes nearly three weeks after the National Labor Relations Board’s Chicago district gave Northwestern football players the right to formally establish a union March 26, and could be another step in the movement of college athletes becoming employees.Smith’s comments on the expansion of the food benefits echo what he said in a Jan. 29 interview with The Lantern, during which he said he does “not believe student-athletes are employees.”“But I do believe we need to find ways to continue to provide additional benefits,” Smith said Jan. 29. “For example, I am a big believer in coming up with a cost of attendance model … I believe we need to lift some of the other small restrictions we have in place, whether it’s meals or travel or things of that nature that will help out a little bit.”In an attempt to get a comment from OSU football coach Urban Meyer on the situation, an OSU athletic spokesman told The Lantern in an email Tuesday that since there hasn’t been a vote from the board of directors on the issue, there was no comment. Meyer did not respond to an email requesting comment Thursday.One of Meyer’s players however, senior defensive lineman Michael Bennett, did say he would enjoy getting more of a stipend as a football player.“I mean the cost of living’s going up and I don’t think that our stipend is going up,” Bennett said after practice March 27. “So obviously a little bit more money is nice, but I’m not really in the business of trying to force people to do that.”

The term refers to the desire to create a good product or a service that people will want to link to (the “white-hat” reference) and that over time may increase your search ranking.The confusion over white hat was ignited during a February 2015 Google Hangout with John Mueller, one of the search company’s webmasters: Mueller cautioned against the practice of “spammy link” building, meaning that companies were breaking Google’s policies by purchasing links from websites or getting irrelevant sites to link back to theirs.In November 2015, Google helped relieve the problem by releasing a comprehensive, 150-page guide explaining the company’s search quality rankings. The move was meant to allow webmasters to proactively build relevant sites that would avoid the penalties that come with frequent updates by Penguin and Panda (Google algorthms which troll for such offenses as duplicate or low-quality pages).For anyone who hasn’t yet had time to read through Google’s copious manual and all the subsequent forums, blogs, and comments it spawned, here are some tips on how to obtain quality inbound links that move your site up the search engine rankings.1. Scout what your competition’s doing.The first step in creating a link-building strategy is to understand what’s working for others. No matter what you search online, there’s already a slew of results for it. If you expect to compete with these existing sites, you need to play the same game they are.One of my favorite tools for researching the inbound links to any website is the Common Backlinks Tool (my blog lists more of my favorite backlink tools).With the Common Backlinks Tool, you can enter up to 10 websites to see which backlinks they all have in common. If everyone has an inbound link from a specific website, that website is likely a trustworthy and respected source for your industry.You don’t want to be the only website focused on entrepreneurs that isn’t featured on big sites like Entrepreneur (you know the others). Build business relationships.Now that you know whom to target, it’s time to build business relationships with those influential companies.Journalists and other business professionals hate spam and often ignore requests from people they don’t know. To get their attention, you’ll need to get involved with their communities.On a site like Huffington Post, getting the attention of the blogging team is as easy as linking your Facebook account and leaving relevant comments on articles. HuffPo is a community-oriented blogging site that values and encourages the input of its members. You can also reach out to its staff by finding their names and email addresses, either on individual articles or the company’s masthead.Every business has contact information that can be found on the company’s website. Start a conversation with the company, introduce yourself and provide valuable information and tips to its staff. This gets you and your business in front of the right people, who are more likely to notice when you post relevant content on your site, using you as a source.HARO (Help a Reporter Out) is another great place to sign up as a source (and even as a blogger if that applies). By signing up for this service, you’ll receive targeted emails three times a day, listing stories journalists seeking sources are currently researching. If you provide relevant information, these writers will often provide a backlink to your site when quoting you for their stories.3. Guest-post with relevant content.Of course if you want something done right, your best bet is to do it yourself. Guest-posting directly on relevant sites is one of the best ways to cement your status as a subject expert. Unfortunately, for marketers (and fortunately for readers), guest-posting is such a common practice that publishers are getting pickier about what content they’ll accept and from whom.In order to successfully pitch a guest post to a blog, you’ll need to fully understand the tone and voice of a publication. Then you can create specific, actionable and relevant content that fits within the site’s guidelines.To effectively utilize guest-posting as a link-building SEO strategy, you’ll need links within the content, with varied anchor text that shows Google your site is a relevant source for one-to five-word keywords related to the subject.Think about how you view a television program vs. a commercial. Although a commercial is an effective marketing tool, you want your content to be part of the show. Instead of directly selling, you’re demonstrating value that leads readers to you when they have problems you can solve.4. Seek out dead links.There’s nothing more frustrating than clicking a link to find more information, only to be presented with a 404 splash page (a “page not found” notification). However, as a savvy online marketer, the failure of others to keep links updated gives you an opportunity to pick up a valuable backlink to your website.Whenever you come across a broken link while researching information on your industry, contact the editor of the publication to point it out and offer an alternative within your site.If you can successfully explain to the publication why that backlink is hurting its web traffic and how your information can help its readers, you’ll not only gain a backlink, you’ll also build trust with the publication. This is also a great opportunity to pitch a guest blog and even gain an editorial column, as you’ve just proven your value as a trusted source.5. Use Schema Markup.In 2013, Google started focusing on including infoboxes within search results using the Knowledge Graph to display relevant semantic information for searches. Instead of having to click through to a website, users could find common answers to common questions on the search page itself.While this may seem like a wasted effort in link-building, it’s actually an easy way to get your site noticed, as snippets from pages within your site will be displayed directly at the top of Google search results. You can’t pay for this kind of ranking, which takes precedence over even sponsored posts.Site relevancy is an important rating factor for SERP (search engine results pages) rankings, and Google will obviously see itself as the most relevant site on the Internet. The best part is, you don’t have to be the top search result to be featured in the infobox.To be a part of the Knowledge Graph, you need to implement Schema markup into your website. Google defines this as “code that you put on your website to help the search engines return more informative results for users.” Schema.org, which is sponsored by Google, Microsoft, Yahoo and Yandax, has everything you need to know to get started using schema markup.6. Utilize social media.As we move into the future, social media continues to gain more and more relevance for determining search results. Gaining backlinks on social media shows search engines that you’re creating content which people are actively sharing within their social groups.I can’t stress enough how important it is to include social media-sharing buttons on every piece of content you create. It’s a call to action for every reader to share your information and helps a post or page go viral.When Google’s algorithms notice a page is resonating on social media networks, that page is indexed and presented to search quality rankers to determine why. This is what pulls the URL from the unknown obscurity of page 175648 of the search result onto page 1.ConclusionSEO experts have been debating the effectiveness of link-building as an online marketing tool for as long as search engines have existed.Although Mueller and other Google webmasters have cautioned against link-building as an SEO strategy, experienced marketers know they’re actually cautioning against spammy black-hat techniques.Simply spamming the comments section of every website or building fake sites to bolster your inbound links will get your site penalized.Instead, focus on creating content that’s relevant to the real-life questions and problems people encounter.
