Pinterest (Photo supplied/State Of Indiana) Governor Holcomb’s latest public-health order outlines for the first time potential enforcement actions for businesses who ignore coronavirus precautions.Holcomb announced Wednesday he’d institute new limits on large gatherings, linked to the four-level weekly COVID risk score calculated by the Indiana State Department of Health. The text of the 15-page order spells out additional requirements businesses must follow, and says state and local health departments, police, the Alcohol and Tobacco Commission, or the Indiana Department of Homeland Security can act against businesses which defy those orders.The order recommends a three-step process, starting with a verbal warning to correct “unsafe practices.” That would be followed by a written order, with businesses who still don’t comply subject to shutdown. The order says businesses closed down for noncompliance should be referred to state licensing boards or the secretary of state for possible license revocation.The state followed that progression earlier this year with businesses who defied a lockdown order, but this is the first time it’s been explicitly applied to routine precautions. The order says businesses must mark off six-foot social distancing with signs or floor markings, make sanitizer readily available, and require employees to wear masks. It also requires restaurants, bars and clubs to keep tables six feet apart, and require patrons to remain seated.The order requires businesses to post signs directing customers to wear masks, and recommends they deny admittance to those who won’t.The order also limits spectators at most high school sporting events. Counties in the high-risk “red zone” — currently Clay, Decatur, Fayette, Fountain, LaGrange, Newton, Perry, Union and Warren — are barred from allowing any spectators other than players’ parents, guardians, or siblings. All but five of Indiana’s other 83 counties are in the “approaching high risk” orange zone, and are limited to quarter-capacity. The order says the Marion County Health Department and the I-H-S-A-A will work out a separate spectator plan for the state high school football championships at Lucas Oil Stadium over Thanksgiving weekend.Spectators other than family members are banned from community sports events in orange and red counties.As Holcomb announced on Wednesday, public or private gatherings other than religious services are subject to capacity limits based on risk level. The moderate-risk “yellow zone” — currently Crawford, Fulton, Monroe, Putnam and Switzerland Counties — are allowed gatherings of up to 100 people. The limit is 50 people in orange counties and 25 in red counties, unless the local health department approves in advance a plan for handling more.While counties with worsening virus numbers can be moved to a higher risk level, counties must show improving numbers for two straight weeks before being moved to a lower level.Local governments can impose stricter limits if they want. Indianapolis and Fishers have already done so.The order runs through December 12 but can be extended or revised. Female Midget AAA Hockey League action in Pitt Meadows and Coquitlam. “The Wildcats dominated play against, out shooting Fusion 35-9, (but) again ending up on the losing side of the ledger,” said Kootenay head coach Mario DiBella after the Cats dominated play Sunday.Christina Bonacci and Katie Yuris, both of Trail, scored for the Cats Sunday. Saturday bus legs slowed the Kootenay start as the visitors fell behind 2-0.Hailey McLean put Kootenay on the scoreboard on a fine individual effort. But Vancouver restored the two-goal advantage.Late in the third Bonacci scored on a rebound to bring the Cats to within a goal. But the visitors were unable to find the equalizer. The brown bear is back in Ireland for the first time in thousands of years, thanks to a new wildlife sanctuary in Donegal. The Celtic Tiger is back too, but this one is a beautiful lynx called Naoise and she has been warmly welcomed.Lynx, brown bears, wolves, deer and wild boar are just some of the animals that have made Donegal their home recently. They are the residents of Wild Ireland – a 23-acre sanctuary in Dundrain, Burnfoot which will open to the public this Friday.Having bears in such a landscape has never been done before in Ireland and it’s set to be a truly unique attraction for the Wild Atlantic Way.Wild Ireland is the dream project of legal eagle Killian McLaughlin, a solicitor and zoologist from Buncrana who has a lifelong passion for rescuing and rehabilitating animals.Wild Ireland owner Killian McLaughlin with the three Wolves pictured at his reserve in Donegal. The animal lover made it his mission to fill the sanctuary with animals that had been rescued from dangerous or unsuitable places.“I worked with three major international charities to find the animals that needed rehoming,” Killian told Donegal Daily.“Our brown bears were kept in horrendous conditions in Lithuania. It took the bears 45 minutes to come out, they had never felt natural substrate before. With a combination of animal expertise and legal insight, he was able to carefully plan the sanctuary and get all the necessary permissions to make his dream a reality in his home county.“All these animals were native to Ireland, but they were hunted to extinction or went extinct due to habitat loss,” he said.“Ireland is in the temperate rainforest belt. A lot of people do not know that it used to be a rainforest. The trees are gone, but the rain is still here. So it is one of the rarest habitats in the world and the climate is perfect for the animals,” he said. Ferrets, swans, ducks, geese and other wildlife also roam the space. The only non-natives are five barbary macaques, who enjoy frolicking around their own monkey island in the sanctuary. Conservation should still be important to everyone,” he said.Wild Ireland has created jobs for the locality through the animal operations and a shop and cafe.The building of the space was also a unique task for local businesses. Killian said: “People told me it would be impossible to do this in Donegal. The CPEC, which connects Gwadar Port in Pakistan’s Balochistan with China’s Xinjiang province, is the flagship project of the BRI. India has also been airing its concerns over the BRI financing, saying that connectivity initiatives must follow principles of financial responsibility to avoid projects that would create unsustainable debt burden for communities. This time the US has emerged as a fierce critic of the BRI, asserting that its predatory financing is leaving the smaller countries in heavy debt. The concerns grew louder after China acquired Sri Lanka’s Hambantota port for a 99-year lease as a debt swap. The heavy Chinese financing of the CPEC also raised concerns over Pakistan’s ability to pay back. China has clarified that less than 20 per cent of the CPEC projects are based on loans provided by it and the rest of the 80 per cent ventures are either directly invested by Beijing or used Chinese grants. The BRI was launched by President Xi when he came to power in 2013. It aims to link southeast Asia, central Asia, the Gulf region, Africa and Europe with a network of land and sea routes. China is doling out huge sums of money for infrastructure projects in countries from Asia to Africa and Europe, enhancing its global influence. In his speech at the opening ceremony of the 2nd BRF on Friday, Xi allayed fears that China is using the BRI as a geopolitical tool to attain superpower status. This is it for the Ohio State seniors. On Saturday, they’ll walk into Ohio Stadium gladiators – warriors at the top of their form – ready for perhaps their biggest battle against their most hated enemy. But when they walk out, their careers will be over. There will be no lingering in the sunset of a career, no choice to return for one more season, no resurrection from retirement. They will exit stage right – most of them never to play a meaningful down again – and take their place in history. This senior class has already had most of their history written for them, though. It’s filled with the trials of a turbulent program, a deep-cutting scandal that rocked the team and its supporters to the core and a revolving door of three head coaches in four years. Ten or 20 years from now, those looking back at this period will remember the program’s troubles more than its triumphs. Saturday is an opportunity for the troubled group though. It’s an opportunity for them to control part of their legacy and carve out their own place in the OSU history books instead of having it defined for them. Only nine Buckeye football teams have gone undefeated in the program’s history. Michigan – and only Michigan – stands in the way of this team becoming the 10th. It’s remarkable when you think about it. In 2011 the then-juniors contributed to a team that went 6-7 and lost to Michigan for the first time since 2003. When a postseason ban robbed the group of a bright-lights bowl game in their final year, it would have been easy to throw in the towel. Yet again, factors beyond their control were dictating their future and their place in OSU history. A new coach, who undoubtedly had his gaze transfixed on the future more than the present, had no reason to hold any loyalty for them. The bowl ban meant that the most important aspect of 2012 season quickly became how it would set up the 2013 team. The 2012 team – and its seniors – would be lost in the transition. But somehow, this team became something. It’s on the brink of something great. Sure, the Big Ten is weak this year and sure the out-of-conference schedule was even weaker, but as Kansas State and Oregon proved last Saturday, going undefeated is no picnic, regardless of the opponent. This Buckeye team isn’t dominating. It doesn’t overpower many opponents and the defense (though it has improved lately) is one of the weakest in recent memory. But they keep winning. Often ugly. Often barely. But winning nonetheless. A win Saturday completes the job. It makes the team that everyone was ready to forget memorable. It will spark an endless wonder of “What could have been if they were eligible?” The stakes are high. Lose Saturday and most of it goes down the drain. For the first time in a long time, it all really does comes down to Michigan and that’s what makes this Saturday’s game special. It’s been a long time since there was so much on the line for a Michigan game. The Rich Rodriquez era at Michigan was not kind to the rivalry and neither was a 6-6 Buckeye team last year. Even in years where both teams came into The Game highly ranked, there was always bowl positioning and conference championships at stake. During the years of the legendary Woody Hayes and Bo Schembechler, there was still the Rose Bowl. For the Buckeyes this year, there’s none of it. Only Michigan. “This is what it all comes down to – playing Michigan,” said little-known senior wide receiver Taylor Rice, whose career will surely end after this game. “Winning or losing. This is what determines the outcome of our season … It’s been a great season but this is what really counts. This is what our season comes down to. This is our Super Bowl.” The Game carries the prize of remembrance and the spoil of irrelevance – especially for the seniors. “We’re forever indebted to (the seniors) because they didn’t have to do what they did,” said coach Urban Meyer. That’s true. Their leadership helped put a broken program back together and leave it in a position to compete at the highest level of college football for years to come. But The Game Saturday is a chance to leave something for themselves – a history that’s worth remembering.
